Sir,
With reference to your despatch No.70 of the 14th March, 1924, I have the honour to report on the case of the S.S. "Hydrangea" and other recent piracies and on the measures taken in this Colony to deal with this form of
crime.

The S.S. "Hydrangea", which was formerly a British naval sloop and has been converted for passenger and cargo service, sails regularly twice a week between Hongkong and Swatow. Owing to her peculiar construction the ship is not equipped with the full number of grilles, etc., required by the Piracy Prevention Regulatione but she had been passed by the Harbour Master as suitable for the trade on which she was employed. She carries five European officers and four Indian guards. The usual search of the ship and all the passengers was made before the "Hydrangea" left the wharf at 4 p.m. on the 27th December, 1923. It is not know therefore how the arms were smuggled on board.
3. At about 6.40 p.m. on that day while the European officers were at dinner, the ship being then off Single Island, the two Indian guards on duty were suddenly disarmed by pirates who appeared from among the first class passengers, Immediately thereafter the officers in the saloon and on the bridge were covered by pirates armed with
